Rules and sources
HDB loan: 2.6% a year, up to 75% of the price, up to 25 years, instalment at most 30% of income. Income ceiling S$16,000 (singles S$8,000).
Bank loan: up to 75% of the price with 5% in cash. Instalment at most 30% and all debts at most 55% of income, tested at 4% or the loan's rate if higher.
Grants for first-timers: CPF Housing Grant S$80,000 for 2- to 4-room, S$50,000 for bigger flats (singles half), and the Enhanced CPF Housing Grant up to S$120,000 by income (singles up to S$60,000; HDB doesn't publish the singles bands, so we halve the family ones). Proximity grant S$30,000 living with parents, S$20,000 within 4 km.
The price you can pay is the lower of what your income can borrow and what your savings can top up. Stamp duty and about S$3,000 in fees are paid from CPF or cash. Any amount above the valuation must be paid in cash and isn't counted here.
